The Cal Expo SB/DVBE First Policy encourages Buyers to give priority in procuring for

goods and services to businesses that are certified by the State as either SB, MB,

and/or DVBE when purchases are not available on a Statewide Commodity Contract,

Mandatory Agreement, or Leveraged Procurement Agreement (LPA). Preference

should be given to dually certified SB and DVBE businesses.
